Understanding the 2026–27 FAFSA Changes: What Financial Aid Officers Need to Know

Federal Student Aid (FSA) has announced changes to the 2026–27 FAFSA form and testing processes. With beta testing beginning August 2025 and public release scheduled for October 1, 2025, financial aid offices need to understand these updates and their operational implications.

Timeline Overview

  • July 2025: System-generated test ISIRs available via FAFSA Specifications Guide
  • August 4, 2025: Beta 1 begins
  • Late August–Early September 2025: Beta 2 begins
  • October 1, 2025: Public launch deadline

Key Changes to the FAFSA Process

Identity Verification Updates

Starting August 2025, users creating StudentAid.gov accounts with Social Security Numbers will experience the following changes:

  • Identity verification will occur in real-time during account creation with the previous 1–3 day waiting period being eliminated
  • IRS tax data retrieval will be available immediately in the same session
  • Users without SSNs will continue using existing identity validation processes

Contributor Invitation Process Modifications

The 2026–27 FAFSA introduces a new method for students to invite contributors (parents/spouses):

  • Students enter only the contributor’s email address
  • System generates a unique, non-case-sensitive code
  • Code is sent to the contributor via email
  • Contributor accepts the invite on StudentAid.gov
  • Personally identifiable information is no longer required during the invite process

Note: If a contributor initiates the FAFSA on behalf of a student, they will use the existing invite process.

Beta Testing Structure

Beta 1 Phase (Starts August 4, 2025)

  • Limited to select school districts, community-based organizations, colleges, and vendors
  • Includes Institutional Student Information Record (ISIR) processing
  • Real 2026–27 ISIRs will be generated and transmitted

Beta 2 Phase (Late August–Early September 2025)

  • Open to any student or parent who requests participation via StudentAid.gov
  • Continued ISIR testing with additional institutions and vendors
  • Beta participants can include up to 20 institution codes on their FAFSA

What Financial Aid Offices Will Receive

  • Real 2026–27 ISIRs will be delivered starting in August via FTI-Student Aid Internet Gateway
  • These are official ISIRs that can be used for packaging aid

Processing Flexibility

  • No requirement to process ISIRs before the regular award year
  • Institutions can wait until software is ready
  • Standard awarding cycles can be maintained

Testing Resources Available for Student Information Systems

  • System-generated test ISIRs (July 2025): Available for software testing purposes
  • Real beta ISIRs (August 2025): Actual student data for live testing

Immediate Actions (Now)

  • Contact software vendors about 2026-27 compatibility and update timelines

Before Beta Testing (July-August 2025)

  • Verify ISIR processing capabilities with your current software

  • Set up issue tracking system for FSA reporting

Before October 1, 2025

  • Complete all system updates and compatibility testing
  • Train staff on:
    • New contributor invitation process (email-only with system-generated code)
    • Real-time identity verification impacts
    • Updated ISIR processing procedures
  • Update all student communications and internal documentation
  • Finalize ISIR processing timeline for your institution
  • Coordinate with vendors regarding any outstanding issues

Issue Reporting Protocol

FSA requests that institutions encountering issues:

  1. Document the specific problem
  2. Report to software vendors (if applicable)
  3. Submit detailed reports to the FPS (Federal Processing System) Help Desk
  4. Note: FSA states they will prioritize resolving issues identified during beta

Key Reminders

  • Real 2026-27 ISIRs will be delivered starting in August via FTI-Student Aid Internet Gateway
  • No requirement to process ISIRs before regular award year – standard awarding cycles can be maintained
  • ISIRs will not be archived from mailboxes if not immediately processed
