What One Big Beautiful Bill (OB3) Changes for Title IV Institutions

OB3 is widely regarded as the most significant federal higher education legislation in a generation. Signed into law on July 4, 2025, the bill rewrites federal loan eligibility, reshapes Pell Grant rules, and creates a new accountability framework that applies to nearly every program in the country. Most provisions are effective July 1, 2026.

Key provisions to model now:

  • Graduate PLUS loans eliminated (with limited interim exceptions)
  • New graduate borrowing limits of $20,500/year and $100,000 aggregate
  • New professional degree limits of $50,000/year and $200,000 aggregate

The One Big Beautiful Bill Act was signed into law on July 4, 2025. Most provisions affecting Title IV institutions take effect July 1, 2026, including new loan caps, the Schedule of Reductions, Workforce Pell eligibility, and the Program Accountability earnings test. Some implementing regulations are still being issued.

OB3 eliminates Graduate PLUS loans (with limited interim exceptions) and replaces them with new statutory borrowing limits: $20,500 per year and $100,000 aggregate for graduate programs, and $50,000 per year and $200,000 aggregate for professional degree programs. For programs with total costs significantly above those limits, institutions need to model the funding gap and decide whether to absorb it, restructure pricing, or partner with private lenders.

Workforce Pell is a new short-term Pell Grant eligibility category created by OB3 for programs between 150 and 599 clock hours and 8 to less than 15 weeks in length. To participate, programs must demonstrate at least 70% completion and 70% placement rates, among other requirements. Workforce Pell is a significant opportunity for institutions with qualifying programs — and a strict gate for institutions that don’t meet the thresholds.

Most schools start with the Readiness Sprint ($5,000) when they need direction and training but plan to handle the implementation work internally. Guided Implementation ($25,000) is for mid-size institutions that need McClintock to actively redesign policies and pressure-test the changes. End-to-End Partnership ($65,000+) is for large or complex institutions, multi-campus systems, or any school that needs a dedicated project lead.
